The law creates a Solid Waste Advisory Task Force to study trash and recycling, including landfills, recycling, incineration, farm uses, and energy from waste. It has 15 members: the Governor or designee, two legislative chairs, and six appointees each from the Senate and House speakers who must have relevant expertise. Appointments happen within 30 days after the law takes effect; most terms run until June 30, 2029. Appointing authorities can remove members for cause and must fill vacancies. The two committee chairs serve as co-chairs and call meetings. The task force may hold hearings, take public and expert input, coordinate with state agencies, and travel outside Tennessee when needed. Non-legislative members are unpaid but can get travel costs reimbursed under state rules. Legislative members get travel reimbursement and meeting pay under legislative rules, but not extra pay when the General Assembly is in session or when also paid for other state business that day. The task force must file reports by June 15, 2026, and each June 15 through 2029, with the intent to post them online. The task force ends July 1, 2029. The law states an intent to use $100,000 from the solid waste fund for the task force, but it does not appropriate money; spending still needs approval in the state budget.
The department can accept voluntary private donations and apply for grants from private companies. It may combine this money with the state solid waste fund to offer grants for recycling infrastructure, recycling projects, and composting through the state grant program.
