Unlawful charter amendments kept off city ballots

The law keeps charter amendments off city ballots if they violate the Constitution or Tennessee law. This rule applies to home rule cities. Local election officials must not place these measures on any ballot. This takes effect immediately.

Three-judge panels for key state lawsuits

The law requires a three-judge panel to hear some civil cases. It covers lawsuits that challenge the constitutionality of a state law, an executive order, or a state rule. The case must seek a declaratory judgment or an injunction. It must be filed against the state, a state agency, or a state official in their official role. It also applies to suits claiming a proposed charter amendment or ordinance on the ballot violates the Constitution or state law. This takes effect immediately.
