The law sets glass security rules for public and public charter school buildings. If a building was built or remodeled after July 1, 2023 and before July 1, 2025, it must have clear entry-resistant film on the glass of each exterior entry and each basement-level window and door. If a building is built or remodeled on or after July 1, 2025, it must use clear window film or security glazing that meets a national forced-entry test (for example, ASTM F3561) on each exterior entry or door, the adjoining glass, and the secure interior vestibule that serves as a primary entrance. These steps help stop break-in by smashing glass.
The state safety team must write and update guidelines for these school window and door rules and send them to the state fire marshal. The fire marshal can adopt rules using Tennessee’s normal rulemaking process. The guideline and rulemaking parts take effect upon becoming law; all other parts take effect July 1, 2025.
