Beginning July 1, 2025, you cannot label a cell‑cultured food as "meat" or a "meat food product." You may state the species used and say it is a meat or poultry substitute. If you misbrand a product, the department can fine $2,000 for each misbranded product.
Beginning July 1, 2025, manufacturers that sell cell‑cultured food in Tennessee must have a state permit. You pay a $1,000 fee each year. The department also sets a permit‑issuance fee to cover program costs. It must decide applications in 90–180 days and cannot set approval rules stricter than FDA or USDA. The permit covers foods made by growing animal cells without slaughter, including ingredients. The department uses current staff and sets other rules by regulation.
