Juvenile court files can be opened to the public in a narrow case. The person must have committed a homicide on school grounds and be deceased. A conviction or delinquency finding is not required. Files can include medical and psychological reports. The court must remove anything that directly or indirectly identifies other juveniles.
The Administrative Office of the Courts keeps a statewide juvenile case system that follows criminal-justice data rules. All juvenile court clerks and courts must switch to and use this system. The AOC sets the conversion schedule with the clerks. Each month, courts must report required case data to the AOC through the system. This standardizes records across Tennessee but adds new reporting work for courts.
The law removes juvenile courts from one code section so it now refers only to circuit courts. This is a wording change and does not change benefits, fees, or rights.
