A city or utility district that has run sewer service in an area for 25 years cannot stop serving it if the system still has enough capacity. Capacity must be shown with a study or report in a hearing before the Tennessee Board of Utility Regulation. This protects homes outside city limits and in unincorporated areas from losing long‑standing sewer service.
If a gravity sewer line is on your property and you ask for service, the utility must connect you. If the utility refuses, you must first appeal to the utility’s governing board. If that board is the city or county legislative body, it must act within 60 days. If it does not act in 60 days, you can go to the Tennessee Board of Utility Regulation for a review and hearing.
The law does not change the rates in any water or wastewater service contract. This includes existing, future, renewed, or extended contracts. Your contract price terms stay enforceable and separate from these new rules.
