New autopsy rules after mass shootings

Beginning July 1, 2025, county medical examiners follow new steps after suspected mass shootings with four or more deaths. They must speak with the decedent’s treating mental health professional or primary care doctor, if known through next of kin. They must test for all drugs, including prescribed-level psychotropic medicines. They must share only non-identifying drug-use data with the University of Tennessee Health Science Center College of Pharmacy and the Tennessee Department of Health, and send only a blood sample. Names, Social Security numbers, and other identifying details cannot be shared, and all privacy laws apply.

Tennessee studies psychotropic drugs in mass shootings

Beginning July 1, 2025, the University of Tennessee Health Science Center College of Pharmacy studies drug interactions in these cases. It analyzes how psychotropic drugs interact with other drugs found in the decedent’s system. It sends quarterly reports of all data to the chief clerk of each house of the General Assembly. The law defines the College of Pharmacy as the health science center and lists what counts as psychotropic drugs, such as antidepressants, antipsychotics, anxiolytics, hypnotics, mood stabilizers, stimulants, benzodiazepines, and certain hormone medicines.
