Stronger reunification rules after abuse

If a child was removed for abuse and placed in foster care, the child cannot return home until two things happen. The parent must make enough progress on their permanency plan to make reunification safe. The child must also get any mental health counseling needed for reunification. When removal involved the parent’s domestic violence, the parent’s plan must require completing appropriate domestic-violence services before return.

Witnessing domestic violence counts as child abuse

The law treats it as child abuse when a person under 18 sees abuse of a child in their home or sees domestic violence against a household member. This recognition lets child welfare start investigations and offer protective help for the child.
