Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 0 costs, 2 mixed.

Weapons exemption for institute staff

Beginning July 1, 2026, any director or full-time employee of the Tennessee Corrections Institute has a weapons exemption while performing official duties. The exemption applies only when on duty.

Plans can prevent jail decertification

Beginning July 1, 2026, a certified local jail, lock-up, or workhouse is not decertified if the local government files a fix plan within 90 days of the annual inspection. The plan must reasonably fix staffing-ratio issues, staffing emergencies, capital projects, or other deficiencies that do not affect life or safety. Plans normally cannot last more than 5 years without unanimous board approval, and no more than 12 months if the board finds the problem should have been fixed sooner. Plans are not allowed for deficiencies that directly affect safety, security, or public welfare. For extensions over 5 years, the board may require agency consultations before approval.

Statewide certification for officers and academies

Beginning July 1, 2026, the Tennessee Corrections Institute sets certification rules for corrections officers and inspects and certifies local training academies. The board sets uniform training standards for recruits and officers, and standards to certify local academies. Experienced or specially trained staff can receive special certifications. Officers and academies must meet these standards to keep or gain certification.
