The law lets the State of Tennessee and state officials appeal certain court orders right away, before the case ends. This covers orders from Tennessee circuit or chancery courts that grant, continue, or change an injunction against them, or that refuse to dissolve or change an injunction. It also covers orders that deny the State sovereign immunity or deny a state official qualified immunity. The State can also appeal denials of its motion to dismiss in cases attacking the constitutionality of a state law, or the constitutionality or lawfulness of an executive order, an administrative rule, or any other government action. This speeds up review for the State, but can mean more steps before final relief for people suing the State.
