Beginning July 1, 2026, Tennessee runs a voluntary, at‑home mental health program for children birth through age five. Services include parent‑child therapy by licensed clinicians, care coordination to connect you with medical, school, housing, and social help, and developmental and mental health checks. Families facing socioeconomic, environmental, or behavioral health challenges get priority. Care follows evidence‑based, trauma‑informed standards with program fidelity checks.
Beginning July 1, 2026, the state can use federal funds, state money, grants, and donations to run the program. TennCare may cover medically necessary services, if managed care agreements allow. If your family has TennCare, your visits can be covered under those rules. The state also seeks philanthropy and community partners to add support.
The Department of Health can set program rules with the mental health department, following the state rulemaking process. This rulemaking authority takes effect upon becoming law. Starting July 1, 2026, providers must use licensed clinicians and trained care coordinators and meet department qualifications and evaluation standards. The program must coordinate with other state efforts to avoid duplicate services.
