Payers of demonstrators can be sued

People who give pay, fees, or reimbursements to someone to take part in a protest can be sued for damages the person causes. Liability applies when the paid participant’s actions during that protest meet the elements of certain crimes. The law lists crimes like riot, aggravated riot, disorderly conduct, disrupting a meeting, blocking a highway, harassment, civil rights intimidation, desecration of a venerated object, civil disorder, disorderly conduct at funerals, and unauthorized sign placement. The person suing does not need to show a criminal conviction of the demonstrator. The law takes effect upon becoming law and applies only to acts on or after that date.
