Higher honey threshold for small producers

The law raises the honey volume cutoff in two state definitions from 150 to 835 gallons. Producers making 150 to 835 gallons a year now fall under the lower-quantity category named in those sections. This shifts which rules apply at that cutoff for small honey producers and handlers. The law takes effect immediately.
