The law creates a statewide electronic system that checks grocery barcodes to see if FoodShare can pay for them. The department hires a qualifying nonprofit under a performance-based contract and a tech partner with state data-system experience. The state provides ongoing funding to build and run the system. The platform links to store checkout systems, keeps a central UPC list, and offers an API and help desk. Starting the fiscal year after the contract, reports are due by September 30 each year on accuracy, uptime, retailer use, and privacy incidents.
Counties with fewer than 750,000 people must join a multicounty consortium or partner with an approved Tribal program within six months after the law’s effective date. If a county does not join, or a consortium fails state performance rules, the department takes over income maintenance in that area. The state may hire another consortium or use state staff. If the state takes over, the county must pay the state what it spent in 2009 on program administration. For Kenosha County, that amount is $673,000.
