Clearer vehicle and UTV definitions

The vehicle code now uses the same meaning of "utility terrain vehicle" as in the ATV law. Snowmobiles, ATVs, UTVs, personal delivery devices, electric scooters, and electric mobility devices are not "vehicles" by default. They count as vehicles only when a statute says so. This makes it clearer when general vehicle rules apply to these devices.

Rules for out-of-state ATVs and UTVs

If your ATV or UTV is registered in another state and meets Wisconsin’s ATV/UTV definitions, it is treated as a Wisconsin ATV/UTV while here. You must follow Wisconsin ATV/UTV and vehicle rules. If your out-of-state machine does not meet those definitions, it is not an ATV/UTV under Wisconsin law. You cannot get a nonresident trail pass for that vehicle.

ATV trail and corridor rules updated

The law defines a "hybrid trail" where ATVs and motor vehicles share the same surface to link ATV trails or services. A "public ATV corridor" now means an ATV trail, a hybrid trail, or another public ATV corridor. It does not include an ATV route. This clarifies where corridor rules and signs apply.
