Bill Overview

Authorized utility work remains exempt

The law exempts authorized work. If the owning company (including a cooperative under ch. 185) gives permission, the bans on damaging utility property or making electrical connections to it do not apply. This protects employees and contractors doing approved maintenance, repair, or installation.

Stronger penalties for utility tampering

The law expands crimes for damaging or tapping utility, telecom, video, and broadband lines and equipment. It is a Class B misdemeanor to remove or change a building or structure attached to these wires without giving the company at least 24 hours’ notice. Intentionally breaking, removing, or damaging lines, wires, grounds, poles, or other company property is a Class B misdemeanor or a Class I felony. Intentionally making a physical electrical connection to company wires or equipment is a Class A misdemeanor or a Class I felony.
