The law moves set amounts of federal-aid money and interest to specific state accounts during 2025–27. Each year of the 2025–27 budget, $5 million is transferred from the federal-aid account. In the fiscal year starting in 2025, $1 million of interest is transferred. In fiscal year 2025–26, $110 million of interest is transferred. Any remaining interest after required transfers goes to other named accounts, and all interest transfers finish by July 1, 2027. The law also bars mixing certain 2023 building-program funds with other money and sends their earnings and any unused amounts to the general fund.
The Department of Administration can take over existing architect or engineer contracts for projects listed in the 2025–27 state building program. The project must have previously met the requirement in s. 16.855(1g)(f). This helps keep work moving on those projects.
For fiscal year 2025–26, the state adds $2.6 million for the public protective services hearing protection program. The money is provided through the Joint Committee on Finance.
Starting October 1, 2025, the state charges $6 for each new registration plate. This is added on top of other registration fees. The $6 does not apply to replacement plates that already have a fee under state law.
Special rules for heavy vehicle registration fees take effect October 1, 2025. This sets the start date only. It does not change any fee amounts by itself.
