Government must consider antisemitism definition

The law requires all Wisconsin state and local agencies, and their staff, to consider the IHRA antisemitism definition adopted May 26, 2016, including its examples. They must consider it when judging evidence of discriminatory intent under laws that ban bias by race, religion, color, or national origin. They must also consider it in cases with tougher penalties when a victim or property was chosen for those traits. The law defines which bodies are covered, including state agencies, cities, villages, towns, counties, school districts, special districts, and their subunits.

No new penalties or speech limits

The law does not reduce anyone’s First Amendment rights. It cannot be read to conflict with federal or state anti-discrimination laws. It does not create new civil or criminal penalties. That includes protected speech and activity at public schools, University of Wisconsin campuses, and technical colleges.
