New rules for bingo and free games

The law defines bingo as a paid game of chance that uses 75 numbered objects drawn at random. Players use 5-by-5 cards sold, rented, or used only at the time and place of the game, with numbers 1 to 75 and a center square marked FREE. Winners are set by a pattern chosen before the game. A game with free cards and only donated prizes is not bingo. Players must not pay to play, and this stays true even if the host buys prizes, supplies, or support.
