Who can get donated medicines

The law creates and maintains a state drug donation program. You are eligible if you are indigent, uninsured, underinsured, or in a public health benefits program. If no one in those groups needs a donated drug, others may receive it. The program accepts prescription and over‑the‑counter drugs at medical facilities or pharmacies that choose to take part.

Who can donate or dispense medicines

Many people and organizations can donate, including individuals, pharmacies, hospitals, wholesalers, manufacturers, VA hospitals, and government agencies. Licensed recipients include pharmacies, hospitals, clinics, wholesalers, distributors, reverse distributors, repackagers, and prescriber offices. Doctors, nurses, pharmacists, pharmacy technicians, optometrists, and other licensed professionals may give or dispense the drugs. Pharmacies and pharmacists licensed in Wisconsin or in their home state may take part, and donations can be moved to other participating facilities or to other states’ programs.

Handling fees on donated drugs

When you receive a donated drug or supply, the provider may charge a handling fee. For eligible patients, the fee cannot be higher than the cap the department sets by rule. If the provider is for‑profit, it may charge up to its cost to provide the item, including shipping, labor, storage, licensing, and similar costs. The exact dollar limits come from the department’s rules and the provider’s documented costs.

Safety rules for donated drugs

Donated items must meet safety steps, and they can be accepted and dispensed only when the law’s conditions are met. Items must be in tamper‑evident packaging. Recipients may repackage under program rules and may restock the same drug name and strength a patient already uses. Drugs the FDA limits under certain safety programs that forbid transfers are not allowed in the program.
