State grants for police data-sharing platforms

The law creates a Wisconsin Department of Justice grant program for law enforcement agencies to buy a data‑sharing platform. Grants pay only for platforms that link to common police systems in real time, remove duplicate records, and offer advanced search, analytics, and visuals. The platform must be usable on common devices and integrate with single sign‑on and multifactor login. It must allow strict access controls, secure permission‑based sharing across agencies, and granular audit logs. Hosting must be CJIS‑compliant and scalable, and the system must reach full operation within 90 days. The design and terms must keep all data rights with the agency. In the 2025–27 budget years, the Joint Committee on Finance may move up to $2 million each year, upon request from the Wisconsin Department of Justice, to fund these grants.
