60-day limit on local emergency orders

The law defines who counts as a local chief executive, like mayors, county executives, village presidents, and town chairs, including acting officials. When an emergency stops the council or board from meeting quickly, that chief executive may issue a proclamation and use the body’s powers. Any proclamation can last up to 60 days unless the governing body votes to extend it. When the governing body can meet, it can ratify, change, extend, or end the proclamation, and past actions under it stay valid.
