Patrol ATVs and UTVs defined

The law defines patrol ATVs and patrol UTVs used by governments or public safety groups. They must be used for law enforcement, firefighting, or medical response and have a siren and required red or red-and-white lights. For law enforcement, paired blue lights are allowed. This tells agencies which vehicles can use patrol rules and exemptions.

Stronger lighting and brake rules for ATVs and UTVs

ATVs must have a headlamp and a tail lamp lit while riding. UTVs must have two headlamps and two tail lamps lit. Your headlamps must reveal people or objects at 200 feet. Your tail lamps must be visible from 500 feet at night. Keep headlamps, brake lights, and tail lamps working at all times. Every ATV and UTV must have at least one working hand or foot brake. ATVs made on or after January 1, 2016 must have a brake light; older ATVs do not. The law also clarifies the code wording on “two tail lights.”

Stronger ban on unsafe off-road riding

You must not operate an ATV, UTV, off-highway motorcycle, or snowmobile in a careless, reckless, or negligent way that endangers or harms people or property. Police and courts use this combined standard to enforce penalties, including triple damages and repair or replacement when property is harmed.

ATV/UTV bridge and emergency road use

When you cross a bridge, culvert, or railroad right-of-way, you must stop before entering the roadway and yield to vehicles, people, electric scooters, and mobility devices. Cross in the most direct safe way, with no obstructions. You may use the road or shoulder to cross a bridge 1,000 feet or less only if both the county and the city, village, or town have ordinances that allow it. During a declared emergency, you may operate an ATV or UTV on any roadway for emergency purposes when the agency in charge declares the emergency.

New dune buggy vehicle category

The law defines a dune buggy as an open-frame vehicle with low seats and sand tires. If your off-road vehicle fits this, it falls under the off-highway rules for dune buggies.
