Clearer rules for expert court testimony

The law sets clearer rules for expert testimony in Wisconsin courts. The party offering the expert must prove it is more likely than not that the opinion is based on enough facts, uses reliable methods, and applies those methods reliably to the case. Judges use this test for any expert qualified by knowledge, skill, experience, training, or education. It applies to cases filed on or after enactment.
