State payments for energy storage

Beginning Jan 2, 2027, the state pays cities, villages, towns, and counties that host energy storage facilities of at least 1 megawatt. Each year, the payment equals $2,000 per megawatt of nameplate capacity. If the site is in a city or village, that local government gets two-thirds and the county gets one-third; if in a town, the town gets one-third and the county gets two-thirds. An energy storage facility must be tied to the grid, store electricity and return it to the grid, and be owned by certain utilities or a municipal electric company.

State payments for LNG storage

Beginning Jan 2, 2027, the state pays local governments that host liquefied natural gas (LNG) storage facilities. Each year, the Department of Revenue sets the net book value as of Dec 31, and payments are mills times that value. If the site is in a city or village, the city or village gets 6 mills and the county gets 3 mills; if in a town, the town gets 3 mills and the county gets 6 mills. A qualifying LNG storage facility must be owned by certain utilities or a municipal electric company, with some municipal utility property excluded unless owned or run by a local government outside the municipality.

Stable aid during partial shutdowns

Beginning Jan 2, 2027, local aid tied to power plants, energy storage, LNG, and spent nuclear fuel does not drop just because some, but not all, units stop. The payment stays at the amount paid in the year before the first unit stopped. Some related payments are held until the facility is decommissioned; when paid, they equal that prior‑year amount. These rules apply only if the first unit stopped after March 23, 2024.
