Easier rules for manure compost sellers

Wisconsin eases rules for fertilizers and soil or plant additives made from unmanipulated animal or vegetable manure converted into compost, worm-made compost, or their derivatives. These mixed fertilizers can be sold with combined guarantees for nitrogen, available phosphate, and soluble potash below 24%. Fertilizer labels, invoices, or statements can replace grades and guaranteed analyses with a typical analysis showing average contents; nutrient and beneficial-substance claims still need that analysis or another scientifically validated method. For these additives, the state agriculture department cannot demand a guaranteed analysis for label or permit claims supported by a typical analysis, and labels showing a typical analysis need no guaranteed analysis. The department cannot require controlled experimental field tests for these additives, but retains other scientific evidence requirements and sampling and testing powers.
