Cities and towns can pay electronically

Beginning July 1, 2025, city and town treasurers may pay allowed claims by check, warrant, or electronic transfer. Checks or warrants must be signed by the mayor and countersigned by the treasurer or a designated countersigner. No payment over $50 can be made until the manager certifies the claim and the governing body allows it by resolution. Each payment must name the payee and state its purpose.

Counties add e-pay and tighter controls

Beginning July 1, 2025, counties may pay allowed claims by electronic transfer or by county warrant. Payments can be made only when the proper fund has enough money. Warrants must be signed by the board chair, attested by the county clerk, and countersigned and registered by the treasurer. The treasurer may not sign blank warrants or make an electronic payment until satisfied the board ordered it. The treasurer must keep a public register of each order, warrant, or electronic payment presented, with date, number, amount, payee, and presenter.
