Beginning January 1, 2026, licenses for people under 21 show that the holder is under 21. These licenses expire no later than your 21st birthday. The Department must warn you at least 90 days before it expires. You may apply for a new license within 90 days of turning 21, pay the fee, and turn in the old card.
Beginning January 1, 2026, you have 20 days to ask for a hearing after a denial, suspension, revocation, cancellation, or commercial disqualification. A hearing examiner must schedule the hearing within 45 days after getting the certified record and give you at least 10 days' notice. If the schedule is late and you did not ask for it, your only remedy is a time credit against any action that is upheld. The examiner can issue subpoenas, require reexams, and may rescind, uphold, continue, or modify a suspension.
Beginning January 1, 2026, a replacement driver's license costs $20. You can replace a lost or destroyed license, or change your organ donor or medical alert status. No new tests are needed if your original expires in more than 1 year, your name did not change, and the Department has your photo and signature. This waiver does not apply to a commercial license with a hazardous materials endorsement. The replacement keeps the same expiration date as the original.
The Department of Transportation must write rules to carry out this law. Most changes take effect January 1, 2026. Sections 3 and 4 take effect immediately once the bill becomes law. The law also repeals W.S. 31-7-113(a)(iv) and W.S. 31-7-119(e).
