The law bans foreign nationals from directing or taking part in decisions for any group or PAC that works on statewide ballot measures. It also bars them from asking others for money to influence those measures. These rules apply to entities that must file with the Wyoming Secretary of State. They start July 1, 2025.
The Secretary of State can sue to enforce these rules and ask a court to stop violations. Civil penalties can be up to twice the amount of any prohibited contribution or expenditure. These enforcement powers cover groups and PACs involved in statewide ballot measures. They take effect July 1, 2025.
Groups and PACs that work on statewide ballot measures must add a certification to their filings. It must say no spending was knowingly funded by prohibited foreign sources, that they will not knowingly receive, solicit, or accept such funds, and that records will be kept for at least five years. Before taking any donation, they must get the donor to affirm they are not a foreign national and have not knowingly taken over $100,000 from prohibited sources in the last four years. These rules start July 1, 2025.
