Beginning July 1, 2025, surface coal is taxed at 6.0% of its taxable value, down from 6.5%. The 1.5% constitutional share stays the same. The other 4.5% is the statutory share. This lowers tax bills for surface coal producers.
Beginning July 1, 2025, a 1.5% share of both surface and underground coal severance taxes goes into the Permanent Wyoming Mineral Trust Fund. All other coal severance tax receipts go into the Severance Tax Distribution Account. This keeps some money in the long-term trust and sends the rest to current accounts.
