Starting July 1, 2026, the Legislative Service Office (LSO) reviews every “major rule.” LSO must send each major rule to all lawmakers within 15 days of submission and finish an economic analysis within 50 days. Each analysis must state why the rule is needed, the legal authority, other options, and estimated benefits and costs, including effects on state revenue and spending and opportunity costs. LSO must give the analysis to every legislator and make it public. Agencies must provide the data and help LSO requests. The management council can also ask LSO to analyze existing major rules when resources allow. A “major rule” includes any rule (including emergency rules) that costs at least $1,000,000 a year to Wyoming’s economy or significantly harms competition, jobs, investment, productivity, or innovation.
The state provides $400,000 from the general fund to the Legislative Service Office. LSO can hire up to two full‑time staff to do the work in this act. The money stays available and does not revert unless the legislature changes it.
After LSO finishes the required analysis, the council, a joint interim committee, the management audit committee, or any legislator can introduce a bill in the next session to prohibit a major rule. The management audit committee or management council can also sponsor bills in the 2026 budget session to carry out the study’s recommendations.
These review rules apply only to agency rules first noticed on or after July 1, 2026. LSO may start work and hire staff before July 1, 2026 to get ready. Most of the act takes effect July 1, 2026. Sections 3 through 6 take effect immediately after the bill becomes law.
