This law takes effect as soon as all steps to make a bill a law are complete under Article 4, Section 8 of the Wyoming Constitution. The study and agency help rules start right after that.
The Wyoming Energy Authority must finish a statewide energy economy study by October 1, 2025. It lists types of mineral and energy production and measures impact by each major region and by each type. It reports state and local taxes paid by producers for each of the last 10 years. It shows jobs in Wyoming for each of the last 10 years and payroll for the last 5 years. It includes other economic benefits for the last 5 years and describes energy innovations from the last 10 years. State agencies and Wyoming colleges must give data and help when asked, and the Authority must send the report to the Joint Appropriations Committee, the Joint Revenue Interim Committee, and the Joint Minerals, Business and Economic Development Interim Committee by October 1, 2025.
