Beginning June 30, 2027, and each June 30 after, the treasurer transfers up to $10 million in unobligated funds into the Wyoming state penitentiary capital construction account. Transfers stop on July 1, 2038. Through June 30, 2034, money in the account must be invested in the state’s Pool A; after that, the treasurer sets the investment. All investment earnings stay in the account.
On July 1, 2026, the state repeals the strategic investments and projects account. On that date, the auditor moves all money in that account to the general fund, except the Wyoming state penitentiary capital construction account. Unspent obligations made before July 1, 2026 are paid from the general fund. Money that would have flowed to the repealed account now goes to the general fund instead. Most of this law takes effect July 1, 2026, but Sections 6–8 take effect right away after enactment.
The state auditor transfers up to $10 million to State Parks for the Wyoming state shooting complex. The money can pay for siting, building, running, and upkeep. The auditor also transfers $9 million to Corrections to integrate prison security systems. These funds are restricted to those purposes and cannot be used for anything else.
