Beginning July 1, 2025, districts must use sealed bids when a single job, improvement, or board purchase is $75,000 or more. Improvements over $75,000 must be done by an independent contract awarded to the lowest responsible bidder after public notice. Boards must bid out their own purchases of supplies and equipment at $75,000 or more. Districts may reject all bids. Work by district employees, hiring staff like engineers or attorneys, and some patented or noncompetitive items are exempt, as are work or supplies under government agreements.
Beginning July 1, 2025, irrigation district work or purchases estimated over $20,000 must follow sealed‑bid rules. An engineer must prepare cost estimates, plans, and specifications, and keep them on file at the district office. The district cannot sign a contract above the estimate and must advertise in three straight issues over at least 20 days. With the state engineer’s help, the board may award to the lowest responsible bidder or readvertise if all bids are rejected. Wyoming citizen hiring preference and contractor bond rules apply. If a federal or state grant forbids contracting, the district follows the grant rules instead.
The law takes effect July 1, 2025. It applies only to improvements and purchases a district starts on or after that date. Projects and purchases started earlier keep the old rules.
