FY2026 uses a single‑year value, then a two‑year average in FY2027, three‑year in FY2028, four‑year in FY2029, and five‑year from FY2030 on. Grant spending from the income account needs legislative approval, with limited exceptions. Grants go to nonprofit and government cultural, historical, and arts groups.
The law repeals several older statute subsections tied to these funds. This removes conflicts and obsolete rules under the new trust and spending framework.

Spending is subject to legislative approval.
