The law restores your right to vote after a nonviolent felony once you finish your whole sentence, including probation or parole. You qualify only if you had the right to vote before the conviction or would have had it at age 18. The Department of Corrections must issue a voting‑rights certificate. For Wyoming convictions finished on or after January 1, 2010, no application is needed. For Wyoming convictions finished before that date, and for out‑of‑state or federal nonviolent felonies, you must send a written request after finishing your sentence. The department must file the certificate with the Secretary of State, and, for Wyoming cases, with the district court clerk. If the department says you are not eligible, you can ask a court to review that decision.
Five years after you finish your sentence, all rights you lost other than voting are restored if you have no other unrelated felony convictions. To restore firearm possession, eligibility is limited to nonviolent Wyoming felonies, and a Governor’s restoration is also available for some. When firearm or explosives rights are restored, the department must notify the federal ATF, the Secretary of State, and state investigators. If you are convicted of a new felony after your certificate is issued, the restoration becomes void. You cannot serve on a Wyoming jury unless your conviction is reversed, you are pardoned, or your rights are restored under the listed law. An out‑of‑state offense counts as violent here if it would be violent under Wyoming law, and only nonviolent felonies qualify for these restorations.
