Summary
An absolute ban on Chinese nationals receiving F, J, or M student visas when the purpose is research or study. This bill would add a new subsection to the Immigration and Nationality Act that forbids issuing academic student (F), exchange visitor (J), or vocational student (M) visas or statuses to nationals of the Peoples Republic of China for conducting research or pursuing a course of study, and it includes no exceptions, waivers, or sunset.

- PRC nationals and their families: Nationals of the Peoples Republic of China seeking to study or conduct research in the U.S. would be ineligible for F, J, and M nonimmigrant visas for those purposes.
- U.S. colleges, universities, and research labs: Institutions would no longer be able to admit or host PRC nationals under those visa categories for academic programs or research appointments.
- Academic exchanges and vocational programs: Exchange visitor placements and vocational study that depend on participants holding F, J, or M status from China would be blocked.
