New harvest insurance for farmers
The Federal Crop Insurance Corporation would research a new harvest-incentive crop insurance policy that covers loss of revenue for farms. The Corporation would do the research itself or by contracting with qualified outside parties. The agency would have to report its R&D results and any policy description to the House and Senate Appropriations and Agriculture committees within 1 year after enactment. If the requirements of section 508(h) are met, the Corporation would make the policy available within 2 years after enactment, and that availability is stated notwithstanding the last sentence of section 508(a)(1) and section 508(a)(2).
