Restoring Electoral Stability to Enhance Trust (RESET) Act of 2025
Sponsored By: Representative Davis, Donald G. [D-NC-1]
Introduced
Summary
Limits on mid‑decade congressional redistricting. This bill would assert Congress's authority over House apportionment and would bar a State from redrawing congressional districts again after it has already done so following a decennial apportionment, with only narrow exceptions.
Show full summary
- States: It would prohibit a State that already redistricted after an apportionment from conducting another congressional redistricting until after the next apportionment, and Sections 2(a) and 2(b) and the amendment apply to redistricting after the 2020 census.
- Courts: A court may require or conduct a subsequent redistricting to comply with the Constitution or to enforce the Voting Rights Act of 1965. If a court conducts the redistricting the State, through its legislature or a state‑mandated redistricting commission approved in the State constitution, would have an opportunity to adopt alternate maps to meet those requirements.
- Voters and referenda: A State could order a statewide referendum to trigger subsequent redistricting to comply with the Constitution or the Voting Rights Act, but Section 2(c) applies only to referenda ordered after November 3, 2026.
- State and local elections: The bill says it does not change how States conduct elections for State or local office or the process for establishing districts used in those elections.

Limits mid-decade House map changes
If enacted, this bill would block states from redoing U.S. House districts mid-decade after the 2020 census. Redrawing mid-decade would be allowed only if a court orders or performs a fix for the Constitution or the Voting Rights Act. If a court draws the map, the state legislature or a voter-approved commission could later pass a compliant alternative. A statewide referendum could also allow a redo, but only if ordered after November 3, 2026. This would not change how states run state or local elections or draw those districts.
