- States and American Indian and Alaska Native tribes could receive grants if they develop a Governors Challenge Action Plan or a comparable tribal suicide prevention plan and submit an implementation proposal. Grants may pay for staffing, technology, marketing and outreach materials, and convenings, and VA may award up to 25 grants per year with each grant capped at $200,000.
- Veterans, military family members, and people using social or health services would be more likely to be screened for prior military service and routed to VA and local veteran resources when appropriate.
- VA would provide technical assistance, share screening protocols and key performance indicators, and work with the Office of Management and Budget to integrate these campaigns into other federal social service and health programs. Grant recipients must submit annual KPI reports and VA must report to Congress on implementation within one year and then annually for grant years.
*Authorizes $6.0 million per year for FY2026–2030 for this program, increasing federal spending.*

Grants for veteran outreach campaigns
If enacted, the Department of Veterans Affairs would give grants to States (including Territories, DC, and Puerto Rico) and American Indian or Alaska Native tribes to run "Ask the Question" outreach campaigns. Eligible entities would need to submit a veteran suicide prevention plan (a Governors Challenge Action Plan for States or a comparable tribal plan) and an implementation proposal for VA approval. Grants would pay for training and outreach so human services staff ask whether a consumer or loved one served in the Armed Forces and connect them to VA and other veteran services. Grant funds could cover staffing, technology, marketing and outreach materials, and convenings. The Secretary could make up to 25 grants per year for fiscal years 2026–2030, with each grant capped at $200,000 and $6,000,000 authorized per year. Grantees would file annual reports on key performance indicators, and the Secretary would provide technical assistance and report to Congress on implementation and KPIs.
