- Enlisted members in those six military occupational specialties would get clearer information about promotion paths. The briefing must show, for the three most recent promotion cycles, eligibility, bonus availability and amounts, and whether changing specialty is needed to advance.
- Each military department would report, by grade for E-6 through E-9, the number of members eligible for promotion, the number who were promoted, and the average time in grade and time in service. The report must also include selection rates by grade and any analysis of challenges to advancement.
- The House and Senate Armed Services Committees would receive this briefing within 180 days so Congress can compare promotion practices across the six specialties.
