Show full summary
  • Older adults and families gain faster access to integrated legal help for problems that affect health and safety through medical-legal partnerships and hotlines tied to elder services. This aims to resolve legal barriers that harm wellbeing.
  • States, area agencies on aging, and community organizations can compete for grants to create or expand MLPs and hotline systems, with required biannual reporting and federal evaluation to track referrals and outcomes. Eligible sites include rural hospitals, federally qualified health centers, minority-serving institutions, and area agencies on aging.
  • Adult Protective Services and frontline providers can formally use medical-legal partnerships to embed lawyers and social workers into care teams to address structural causes of health inequities among elders.

*This bill would appropriate $125 million per year for fiscal years 2026 through 2029 to fund the grant program, increasing federal outlays during those years.*

More legal help for older adults

This bill would create a federal grant program to link health, social, and legal services for vulnerable older adults. The Department of Health and Human Services would have to set up state grants within two years. It would provide $125 million per year for each of fiscal years 2026 through 2029. Grants would fund and expand medical-legal partnerships in health and aging settings and support legal-assistance hotlines. State grantees would report twice a year on referral counts and outcomes, and the Secretary would evaluate results and report to Congress every four years. If enacted, the bill would also amend Adult Protective Services to explicitly allow medical-legal partnerships and add a statutory definition.
