Automatically refunds tariffs and duties collected under the International Emergency Economic Powers Act to the importer of record. The bill would require U.S. Customs and Border Protection (CBP) to liquidate or reliquidate entries with amounts collected on or after January 1, 2025 and to issue refunds without requiring importers to file protests or applications.

- Importers and family businesses would get automatic refunds for IEEPA-based duties paid on or after January 1, 2025. No application or protest would be required and refunds would go to the importer of record.
- Customs operations would change: CBP would have to liquidate or reliquidate all affected entries and disburse refunds within 90 days of enactment. The bill says this must happen notwithstanding section 514 of the Tariff Act of 1930 or other legal limits.
- The bill expands the scope of refundable transactions by defining "entry" to include withdrawals from warehouse for consumption. It does not create a separate appropriation and places the payment obligation on CBP under existing law.
