Strengthens the Foreign Medical Program's payment rules and anti-fraud controls. The bill ties FMP payments for hospital and medical services to Medicare rates while adding new tools to detect, block, and recover improper payments and to modernize claims processing.

- Veterans and beneficiaries: Payments for covered hospital care or services will generally be the lesser of the billed amount or the Medicare rate, but the VA may pay more when needed to ensure access, including in emergencies.
- Providers and deceased cases: The bill bars Federal payments for care tied to individuals or providers listed in the Death Master File. The VA will keep and electronically share a list of providers who submitted fraudulent claims and stop payments to listed providers; proven fraud leads to claim denial and recovery efforts.
- Administration and enforcement: Suspected fraud must be referred to the Inspector General and payments may be withheld during investigations. The VA can contract third-party administrators and outside IT systems to run FMP claims and must provide IT access within one year, with a designated Fraud Detection and Prevention Coordinator overseeing these measures.
