AN ACT CONCERNING THE INSURANCE DEPARTMENT'S AUTOMOBILE PHYSICAL AND PROPERTY DAMAGE ARBITRATION PROCESS.

To require that any insurance company involved in any automobile physical or property damage arbitration hearing reimburse the cost of such hearing if the arbitration award is in the claimant's favor, unless such claimant rejected such insurance company's prearbitration offer of compromise of equal or greater value than the arbitration award.

To extend the sunset date for personal risk insurance rate filings.

To establish a Connecticut-Puerto Rico Trade Commission.

AN ACT AUTHORIZING SPIN-OFF COMPANIES FOR EMPLOYEES OF THE CONNECTICUT AGRICULTURAL EXPERIMENT STATION.

To place employees of the Connecticut Agricultural Experiment Station on the same footing as similar employees of The University of Connecticut when it comes to spin-off companies from inventions or discoveries made by such employees.

AN ACT CONCERNING RAILWAYS AND ALCOHOLIC LIQUOR.

To amend the Liquor Control Act by (1) defining "heritage railway", (2) establishing a short-term heritage railway cafe permit, and (3) establishing a reduced fee for cafe permits issued to heritage railways.
