AN ACT relating to governmental administration; creating the Nevada Office of the Inspector General and the position of Inspector General; setting forth the powers and duties of the Inspector General and employees of the Office; requiring a state agency, local government or nonprofit organization to cooperate with and provide assistance to the Inspector General in carrying out those duties; prohibiting retaliation against certain persons who make a lawful complaint concerning fraud, waste, abuse or corruption within a state agency, local government or nonprofit organization; prohibiting certain acts to deter or prevent the Inspector General or an employee of the Office from performing his or her duty; imposing increased penalties for certain acts of assault or battery of the Inspector General or an employee of the Office; providing penalties; and providing other matters properly relating thereto.

AN ACT relating to education; exempting the addition of prekindergarten to the grades taught at a school from procedures required to change the use of a school; revising the procedure for changing the location of, closing or changing the use of a school; prohibiting the closure of a school for certain reasons; and providing other matters properly relating thereto.

AN ACT relating to common-interest communities; providing that the association of a common-interest community may not prohibit a unit's owner or tenant of a unit's owner from operating a small child care establishment within a unit; and providing other matters properly relating thereto.

AN ACT relating to the administration of justice; prohibiting courts from penalizing defendants who have been denied access to courtrooms under certain circumstances related to attire; authorizing the Division of Parole and Probation of the Department of Public Safety to establish a pilot program relating to employment opportunities and training for parolees and probationers; and providing other matters properly relating thereto.

AN ACT relating to the Nevada Commission for the Reconstruction of the V & T Railway of Carson City and Storey County; directing the Joint Interim Standing Committee on Growth and Infrastructure to conduct a study during the 2025-2026 interim concerning the Commission; and providing other matters properly relating thereto.

AN ACT relating to insurance; authorizing a captive insurer to directly provide workers' compensation insurance; authorizing the Commissioner of Insurance to authorize or require certain captive insurers to join or contribute financially to an assigned risk pool or insurance insolvency guaranty fund; revising provisions setting forth certain prerequisites before a private carrier may provide industrial insurance; and providing other matters properly relating thereto.

AN ACT relating to housing; authorizing counties and cities to establish a program to provide certain housing facilities to assist persons experiencing homelessness; and providing other matters properly relating thereto.

AN ACT relating to school districts; requiring the board of county commissioners to appoint a nonvoting pupil trustee to the board of trustees of each county school district in this State; revising provisions governing the election and appointment of the board of trustees of each county school district; and providing other matters properly relating thereto.

AN ACT relating to economic development; requiring the State Treasurer to include in an existing tuition reimbursement program a program to provide reimbursement for certain fees related to the education of persons who are preparing for certain careers in health care; revising certain provisions governing that tuition reimbursement program; requiring the Governor's Office of Workforce Innovation within the Department of Employment, Training and Rehabilitation to include health care in the Career Pathways Demonstration Program; requiring large school districts and authorizing other school districts to offer a Health Care Workforce Pathway Program; authorizing the Board of Regents of the University of Nevada to enter into certain agreements related to the Health Care Workforce Pathway Program; and providing other matters properly relating thereto.

AN ACT relating to transportation network companies; prohibiting an insurer from refusing to provide coverage under a policy of motor vehicle insurance because the insured is a driver for a transportation network company; requiring transportation network company insurance to provide medical payments coverage and uninsured and underinsured motorist coverage under certain circumstances; and providing other matters properly relating thereto.

AN ACT relating to real property; requiring a seller of real property that includes a private well to disclose to the buyer the quality of and amount of certain chemicals in the water in the private well; and providing other matters properly relating thereto.

AN ACT relating to taxation; creating an exemption from the governmental services taxes on a vehicle registered by a person who is a volunteer firefighter; revising provisions relating to certain exemptions from governmental services taxes on vehicle registrations; and providing other matters properly relating thereto.

AN ACT making an appropriation to The Immigrant Home Foundation to provide mental health services and legal assistance to victims of domestic violence; and providing other matters properly relating thereto.

AN ACT relating to Medicaid; providing for certain reimbursement under Medicaid of providers of nonemergency secure behavioral health transport services; and providing other matters properly relating thereto.

AN ACT relating to cannabis; authorizing the Cannabis Compliance Board, in accordance with policies and procedures established by the Board, to waive any requirement to obtain a registration card for a person who holds an ownership interest of 5 percent or more in a cannabis establishment; clarifying the procedures by which an owner, officer or board member of a cannabis establishment may obtain a registration card; revising provisions governing the renewal of registration cards; revising requirements setting forth the cannabis establishments at which the holder of a registration card may serve as an owner, officer or board member or volunteer or work; increasing the fee for the issuance or renewal of certain registration cards; and providing other matters properly relating thereto.

AN ACT relating to taxation; eliminating the excise taxes on wholesale sales of cannabis; increasing the amount of the excise tax on retail sales of cannabis and cannabis products; revising the manner in which the revenues from the excise tax on retail sales of cannabis and cannabis products must be distributed; and providing other matters properly relating thereto.

AN ACT relating to elections; requiring a county clerk in certain counties to establish a certain number of locations for a voter to return his or her mail ballot in a mail ballot drop box during the period between the last day for early voting and the day of a general election; authorizing the county clerk in certain counties to establish such locations; authorizing a person, under certain circumstances, to return a mail ballot to a mail ballot drop box established at such a location on behalf of a voter; requiring mail ballot drop boxes to be monitored and secured; requiring the Secretary of State to establish requirements for monitoring and securing mail ballot drop boxes; and providing other matters properly relating thereto.

AN ACT relating to public works; requiring a contractor or subcontractor engaged on certain public works that are projects for the development, deployment or improvement of broadband, telecommunication or fiber optic services to submit certain records to the Board of Directors of the Nevada State Infrastructure Bank; specifying that the provisions governing public works do not apply to certain contracts; and providing other matters properly relating thereto.

AN ACT relating to facility dogs; authorizing a court to allow a witness to use a facility dog to provide support while the witness is testifying under certain circumstances; requiring a county or municipality to permit a facility dog to enter certain buildings or structures owned or leased by the county or municipality under certain circumstances; providing immunity from liability to a county or municipality for any injury or loss caused by the presence or conduct of a facility dog; and providing other matters properly relating thereto.

AN ACT making an appropriation to the Evans-Kendall Veterans of Foreign Wars Post 8071 for the construction of a veterans and community center; and providing other matters properly relating thereto.

AN ACT relating to crimes; increasing the penalties for a customer who unlawfully engages in prostitution or solicitation therefor; requiring a peace officer to make an arrest with or without a warrant under certain circumstances; revising requirements for the automatic sealing of records in certain circumstances; revising provisions relating to certain civil actions involving prostitution and solicitation for prostitution; and providing other matters properly relating thereto.

AN ACT relating to education; requiring each public school to employ a school counselor on a full-time basis and to provide for a comprehensive program for school counseling developed by a school counselor; and providing other matters properly relating thereto.

AN ACT relating to health care; requiring Medicaid to provide coverage for home visitation services for persons who are pregnant or have recently given birth; and providing other matters properly relating thereto.

AN ACT relating to insurance; imposing requirements relating to prior authorization; prescribing certain requirements relating to the use of artificial intelligence by health insurers; requiring the compilation and publication of certain reports relating to prior authorization; providing for the investigation and adjudication of certain violations; providing for the imposition of civil and administrative penalties for such violations; and providing other matters properly relating thereto.

AN ACT relating to the protection of minors; requiring a person that operates an online platform, Internet website or other Internet-based service that, as its primary business, publishes or makes available material that is harmful to minors to establish an age verification system to verify the age of prospective users; prohibiting such persons from allowing a prospective user to access material that is harmful to minors under certain circumstances; establishing civil penalties; authorizing the Attorney General to bring a civil action to recover such penalties; and providing other matters properly relating thereto.

AN ACT relating to aerospace; creating the Office of Aerospace; setting forth the duties of the Office; revising provisions relating to the Nevada Air Service Development Fund; revising provisions relating to the Nevada Air Service Development Commission; requiring the Office to submit certain written reports relating to grants; requiring the Office to administer the Fund for Aviation; and providing other matters properly relating thereto.

AN ACT relating to insurance; imposing requirements governing prior authorization for medical or dental care; prohibiting an insurer from requiring prior authorization for covered emergency services or denying coverage for covered, medically necessary emergency services; requiring an insurer to publish certain information relating to requests for prior authorization on the Internet; requiring an insurer and the Commissioner of Insurance to compile certain reports; and providing other matters properly relating thereto.

AN ACT relating to records of criminal history; eliminating the authority for a court to consider a proceeding for which records have been sealed in determining whether to grant a petition to seal records relating to a conviction of another offense; and providing other matters properly relating thereto.

AN ACT making an appropriation to the White Pine County School District for the construction of an elementary school; and providing other matters properly relating thereto.

AN ACT relating to elections; revising the circumstances under which a candidate defeated at certain elections or a voter may demand a recount; requiring, under certain circumstances, that a recount for certain elections be conducted; requiring certain costs for certain recounts to be repaid from the Reserve for Statutory Contingency Account; creating the Voter Access Grant Program and the Account for the Voter Access Grant Program; and providing other matters properly relating thereto.

AN ACT relating to employment; establishing the Nevada State Service Corps as a program within the Department of Administration; requiring the Department to develop and oversee the Nevada State Service Corps; and providing other matters properly relating thereto.

AN ACT relating to property; revising provisions relating to summary evictions; and providing other matters properly relating thereto.

AN ACT relating to health care; requiring a medical facility or an entity that bills for care provided by a provider of health care that receives notice from a patient of an overcharge in a medical bill to review the potential overcharge and refund any overpayment; authorizing the imposition of certain administrative fines for the failure to issue such a refund within a certain period; requiring the Governor's Consumer Health Advocate to provide certain assistance concerning overcharges and overpayments for health care; and providing other matters properly relating thereto.

AN ACT relating to real property; requiring, under certain circumstances, a landlord who collects from a prospective tenant any fee to apply to rent a dwelling unit to return such fees; prohibiting a landlord from collecting certain application fees for a minor in the household of a prospective tenant; requiring any written agreement for the use and occupancy of a dwelling unit or premises to contain separate appendices relating to fees and tenant rights; making it unlawful for a landlord or certain other persons to charge a tenant certain fees; temporarily prohibiting a landlord from entering into a rental agreement with certain existing tenants that increases the rent due from the tenant by more than a certain amount; and providing other matters properly relating thereto.

AN ACT relating to tobacco; prohibiting the sale, import, export, possession or constructive possession of certain vapor products; prohibiting the sale of cigarettes to persons born after a certain date except on the premises of certain gaming establishments; revising provisions authorizing boards of county commissioners to adopt certain ordinances related to tobacco products; providing penalties; and providing other matters properly relating thereto.

AN ACT relating to periods of observance; designating the month of July of each year as “Muslim American Heritage Month” in this State; and providing other matters properly relating thereto.

AN ACT relating to taxation; increasing and providing for the adjustment of the gross revenue threshold above which the gross revenue of a business entity is subject to the commerce tax; prohibiting the payment of interest on an overpayment of commerce tax resulting from the use of a gross revenue threshold other than the adjusted threshold calculated and published by the Department of Taxation; and providing other matters properly relating thereto.

AN ACT relating to criminal procedure; providing that the interception, listening or recording of a wire, electronic or oral communication by a peace officer or certain other persons is not unlawful in certain circumstances; and providing other matters properly relating thereto.

AN ACT relating to elections; prohibiting the use of artificial intelligence in equipment used for voting, ballot processing or ballot counting; requiring certain published material that is generated through the use of artificial intelligence or that includes a materially deceptive depiction of a candidate to include certain disclosures; prohibiting, with certain exceptions, the distribution of synthetic media that contains a deceptive and fraudulent deepfake of a candidate; providing penalties; and providing other matters properly relating thereto.
