ArcelorMittal's three integrated steel mills in Indiana (Indiana Harbor, Burns Harbor, Cleveland) produce coal tar as an unavoidable byproduct of the coking process -- coal is baked into coke for blast furnace use, and the volatile coal tar condensate is captured and sold. This coal tar goes to Koppers Holdings, which distills it into creosote for railroad tie preservation. ArcelorMittal simultaneously makes the steel rail that trains run on AND provides the upstream chemical input for preserving the wooden ties that the rails are fastened to. Additionally, ArcelorMittal makes grain-oriented electrical steel (GOES) for power transformers and EV motor laminations -- the same company that makes old-economy railroad infrastructure is also making the core material for the electricity transmission infrastructure and EV powertrains that define the energy transition.

ArcelorMittal was created in 2006 through one of the most dramatic hostile takeover battles in European industrial history. Lakshmi Mittal, an Indian businessman who had built a steel empire by acquiring undervalued Soviet-era steel plants in Eastern Europe after communism collapsed, launched a hostile bid for Arcelor -- the Franco-Luxembourg-Belgian steel champion seen as the prestige jewel of European heavy industry. Arcelor's board and European governments initially resisted what they framed as an Indian raider's assault on European industrial heritage. France's government intervened; Luxembourg's government objected; trade unions protested. Mittal persisted, raised his bid, and Arcelor shareholders eventually accepted. The $38.3B deal at closing (2006) was at the time the largest M&A transaction in European history and fundamentally reframed the question of whether European industrial assets could be acquired by non-Western buyers.
