    Procurement of whole milk powder, skim milk powder, whey protein concentrate (WPC), demineralized whey, and lactose. Whey ingredients are byproducts of cheese/butter manufacturing from dairy cooperatives (Fonterra, Arla, FrieslandCampina), spray-dried and shipped in bulk.

    Specialty & Bioactive Ingredient Sourcing

    Procurement of specialized nutritional inputs: DHA and ARA from algal/fungal fermentation; human milk oligosaccharides (2'-FL HMO) from engineered fermentation; nucleotides; taurine; L-carnitine; choline; and vitamin/mineral premixes. Low-volume but high-dependency specialty chemicals with few qualified suppliers.

    Dry Blending & Wet Mixing

    Dairy base and specialty ingredients combined in precise ratios under strict temperature and humidity control. Powdered formula follows dry-blend or wet-mix-then-spray-dry route. Nutrient premixes (vitamins, iron, zinc, iodine) added at this stage. Batch records maintained per FDA 21 CFR Part 106.

    Heat Treatment & Pasteurization

    Wet-process formula subjected to HTST or UHT pasteurization to eliminate Salmonella and Cronobacter sakazakii. Powdered formula cannot be terminally sterilized — pathogen control relies on environmental monitoring and incoming ingredient testing. Critical control point under FDA 21 CFR 106 and the Infant Formula Act of 1980.

    Spray Drying (Powder Route)

    Homogenized liquid concentrate atomized and dried in a spray drying tower at controlled inlet temperatures (150-220°C). Resulting powder tested for moisture, bulk density, and particle size. Each spray dryer represents hundreds of millions in capital investment; rebuild or replacement takes 2-4 years.

    Quality Control & Regulatory Testing

    Every production lot undergoes nutrient verification against FDA min/max thresholds (21 CFR 107.100), microbiological testing (Cronobacter, Salmonella), heavy metals screening, and label claim verification. Mandatory 14-21 day finished-product hold before release creates a non-negotiable supply latency floor.

  7. 07

    Filling & Packaging

    Powder filled into nitrogen-flushed metal cans (tinplate or aluminum) under low-oxygen conditions for 12-24 month shelf life. Ready-to-feed liquid formula filled into retort cans or aseptic cartons. Labeling must comply with FDA regulations. Metal cans sourced from Crown Holdings, Ardagh, or Silgan.

    Distribution & WIC Program Fulfillment

    Finished product ships to retail, WIC-authorized retailers, and hospital accounts. WIC program (USDA FNS) accounts for ~50-60% of US retail unit volume through exclusive state contracts to a single manufacturer per state, creating structural distribution concentration that amplifies supply disruptions.
